Description
We want to build an MVP of a rotation system called Service Rotation System. The system should rotate the staffs through different vertical office before they retire. The rotation system should generate names of staff due for posting.
The winning entry should include the following features:
Group ministries into 5 cluster (Within this ministries a few are beneficial and some are not).
Staffs should not be posted to one beneficial ministry in two postings or be posted to another beneficial ministry after the first one.
The system should flag staffs due for retirement 3-6 months before retirement.
The system should not post staffs due for retirement to another ministry.
Staff should be due for posting every 2-3 years depending on the cadre.
(The frequency of posting per cadre is information that will be supplied for the development of application logic)
The system must allow special and manual posting request. ( This feature should be embedded)
The system should have a 3 step work flow approval beginning ( Desk officer —-> Director EM —-> Permanent Secretary) before final release into the system.
System must be able to send notifications

System should generate list of all staffs due for posting.
Due for Retirement
System should generate a list of all staff due for retirement.
