Searching for game or web developer to design our website.

We're looking for a game developer or web developer who can tackle our idea for a single page, interactive, animated website.
Ideally the art style would be isometric, so somewhere between 2D and 3D. The idea would be that the landing page and setting is that of a basement that includes interactive/animated elements that move when hovered over and clicked.
I’ve drawn the base idea on paper but for example when you hover over the closet with your mouse, the door could crack open and take you to our merch store when clicked.
