SaaS website for reporting

We’d like to build a website from scratch. The purpose is to provide companies and their employees the functionality to report illegal activities. The reporter must have the possibility of being anonymous. 2FA for admins needed and some level of customization.
When a company becomes a client. They are given a unique URL that they can share with their employees or paste on their website. This link will be used by employees who report illegal activities such as bribery, money laundering, sexual abuse etc. depending on the category, the report will be sent to an admin at the company (client) so he/she can investigate and take action. The reporter will be given a random code so he she can access the case and see the status of it and potentially communicate (anonymously) with the admin. The report page must support reporting in text and oral reporting. Also, it must be possible to submit attachments like pictures, PDFs etc.
Payment solution needed for monthly payments. The plan is to have monthly subscriptions. Also the possibility to toggle for different languages is needed. As a start, we aim to develop the site in English (main) and Swedish. Please text me for more info. We have some sites/competitors we’d like to “copy” and make better of course.
