Ridesharing made easy

I want to create simple website for ridesharing activities in local area. I want people who want a ride and who offers a ride to come over my website both will connect with each other by means of chat but without sharing contact information. and If passenger agree to do ride they deposit money upfront. In case they want to cancel they can do it but with some cancellation fees. And the deposited money will go into drivers account when he finishes the ride. Also, whoever register themselves as a driver will have to verify their ID at the time of registering. I would like to discuss more when I connect with right person to do so.
