Responsive Website with Subscription-based services (.NET core & React)

Please review the following and provide us with the feasibility of the project (effort and cost). The project involves the development of a subscription-based service and frontend for licensed software (like Photoshop). Put simply, the user registers, purchases a subscription, download the software and can view some metrics from within the software.
1. The main landing page must be created, with our overall design and content input.
2. User registers with name, phone, email, user id, password, confirm password, etc. (could expand to Passport Authorization)
3. Whether or not the user logs in, he/she can see the available product license options.
4. If logged in, the user can purchase a subscription, view active/past subscriptions, and other metrics relevant to the usage of the software (i.e. progress within the software).
5. Payment gateway localized to the global location of the user.
6. User management API needs to be created along with front/backend.
7. Order management Read, Create and Refund(delete) API endpoints already exist.
8. Support "ticket/case" API and frontend need to be created.
