Redesign HTML website into responsible design

I am looking to hire a skilled web designer to redesign my HTML website into a responsible design. This will require the use of HTML5 and CSS3 programming structure. I have opted for a plain design, so no images or graphics will be needed. The website's complexity is on the smaller side, with less than 10 pages. The freelancer selected for this project should have extensive knowledge of HTML and CSS, as well as a strong background in using HTML5/CSS3 frameworks such as Bootstrap. The ideal candidate should also have some experience with responsive web design.
