Rebuild existing website

Client has existing website developed with MS FrontPage which is need of rebuilding in WordPress. A much more contemporary and cleaner look is desired along with the ability to be locally updated and maintained. Consideration will be given only to those with a demonstrated fluency in the English language as well as the requisite web development skills.
