Rakuten Referral and Cashback Website

I'd like to have a website built that utilizes my Rakuten Referral Code ... basically a website that catalogs Rakuten and Rakuten Gift Cards by best deals and displays it by great deals of the day. This is not a Rakuten Affiliate website, I don't want that. Also, there may be need to incorporate Rakuten API.
