Portfolio Site Design in Dreamweaver

I'm looking for a web designer experienced with Adobe Dreamweaver to help me update our website. Currently it isn't responsive, and looks outdated. However, it has good SEO and good ranking in Google. I am looking for someone who can keep the SEO and ranking and make it look updated. The ideal candidate should have a strong understanding of website design principles, as well as deep experience with Dreamweaver.
Key Responsibilities:
- Design a visually appealing and user-friendly portfolio website in Dreamweaver.
- Ensure the site is optimally designed for SEO, in line with current best practices.
- Update existing Dreamweaver webpage as needed.
- Update to https (from http), keeping the ranking in Google.
Skills Required:
- Proficient in Dreamweaver and web design.

- Able to troubleshoot code as needed.
