New Funkction for my Website - please no Javascript

Hello, I use Linux Ubuntu Desktop I have an apache2 web server and a rudimentary web page that has several "buy" buttons. It's a static HTML/PHP website - not a CMS. When a visitor clicks on one of the buy buttons, I would like the standard browser to open on the website visitor's PC, the website "https://ifconfig.me/" will be opened. The standard browser window should be as small as possible and closed again as quickly as possible. Preferably behind the current browser. I assume that the browser of the website visitor and the standard browser are different. The IP address of the website visitor, the time zone and a date/time stamp should be saved in an Excel file on my server under the path: /home/mike/results.xlsx
All this should not be realized with Javascript, but with another language. The website visitor can use all types of operating systems. I need a language that is possible on all operating systems without prior installation on the client PC. Is the programming language Brython suitable for this? If not, which programming language would you recommend for it?
The Tor browser blocks Java Script. That's why I'm looking for an alternative.
