Need a website and hybrid app

We need to develop a simple job portal and app at the earliest. It should have all the features such as;

Job seeker:
- Candidate registration
- Uploading their resumes
- Managing their profile

Consultants and companies:
- Registration
- Posting requirements
- Managing profile

Admin:
- Admin login
- Managing resumes
- Posting and managing job openings

Prefer those who have already worked on a similar project and have a template ready.
