Need website designer for small business -- English with Mandarin (汉字)

Hello.

I need a simple, professional, high-end website for my consulting firm

Landing page – simple, sparse text
4 links on the page – to publications, to biography, to TV and press, to representative projects
One button for “inquiries” that will send a form to my email address
The four links:
• Publications: some are uploaded PDFs, some are links to 3rd party sites
• BIO : simple text
• TV and press – some are uploaded videos, some are links to YouTube / elsewhere (will need some video clips edited as part of the work)
• Representative projects – format to be discussed, but see it as a list of 20-30 projects – then hover over it, it brings out a set of details and impact

As I also serve Chinese clients, I will need to complete the website in English, and then translate to simplified Chinese (汉字)
It would also be good to leverage simple SEO to drive traffic to the site.
I currently own a URL via GoDaddy but have no hosting yet.
