Need to have some updates to my Shopify store made as well as a banner made and a few function items changed for checkout

We recently switched to Shopify Pro. We also are needing some main homepage changes and look/design changes. A list of the tasks needed are below.
(1)We need to get our Checkout/Cart area setup to better show our customers that they are shopping with Elite as well as to change some information shown there to make customer contact much easier.
(2)We need to have a new banner made for our homepage to highlight a special that we are starting on March 1st 2022, of which to show that we are offering one of our Elite Tshirts (image will be provided or video we have both that can be used) and then text added stating something to the degree of "Free T-Shirt with any order over $699 + Free S&H to the Lower 48".
(3)We need to have a small banner stating this on all pages somewhere at the top of the website to help drive this into our customers minds
(4)Need to have a size option in checkout added for orders over $699 so that it will let the customer select between S-XL for free and then it will add $2 for 2XL, 3XL and 4XL
(5)If possible something that will tell them in checkout that they are $XYZ short from getting the free shirt promo
(6)Would like to have our on page design for text options updated if possible, we can talk more about this item
