Need to create a 3D Website that also has E-commerce with Arabic

I am looking for a skilled web developer to create a 3D website with e-commerce functionality. The website should be fully in Arabic and have ordering capabilities.
Ideal Skills and Experience:
- Proficiency in web development and experience with e-commerce websites
- Knowledge of 3D website design and implementation
- Expertise in Arabic language and ability to create a fully Arabic website

Requirements for the website:
1. Fully 3D
2. The person I hire needs to have graphic design and 3D Skills
3. Main priority is Arabic website
4. Focus on one page site and every product a customer clicks is a journty that leads to the customer being able to place an order
5. Integrate with local Saudi VAT Company Wefaq for invoicing
6. Integrate with local Saudi Shipping Company
7. Dashboard for employees to update stock, easy edit content and orders accetance functionality
Please before bidding let us know your ideas on how this is possible? we don't want to use wordpress as it is very limited however if you feel wordpress will be the best solution let us know, because we don't want to depend on pluggins that will destroy the site due to updates
