Need a blogging website

The requirement of the project is to build a blog specific website. There is a tricky thing, the requirement is to be able to post other website’s blog on my website. It would redirect the user directly to the original website the moment they click on headline/ post and even before like in Native ads on other website, there will be domain name of the original website to give them credits. The only thing that is needed from the website is to be able to list best of the post.
This website would be more like a listing website in terms of blogs where you can find the best hand picked blocks regarding that given topic.
