Need WIX website with voting system

Looking for somebody who is very great in working with WIX.
I need to create website with voting system, self uploading and few other functions.
Basic idea about the website is voting of the best. People / visitors will vote.
There will be more sub voting parts.
Also some galleries, promotions and space for advertisement.
This project is for non profit organisation, so please don't ask huge amount of money, because we simply can not afford it.
Only people who really read the description answer.
I expect to be done in a week tops with all functions and tests.
