Multiple landing pages

Create 2-page simple website for 20-40 small independent vehicle service businesses in the same industry in the same geographical area. All text and photos to be provided, but each must look unique since they may be competitors in some services. Most are <3 employees and currently operate repair and service businesses with cell phone and text messages. Purpose of these pages is to get them online, show services provided and take qualified calls, not do online booking. Looking for low cost option based on the volume to gain maximum acceptance and implementation. I plan to use Godaddy for hosting and need to be able to do simple edits once the sites are up. Include a "Contact us" link on each one. Future expansion is likely. Quote per site based on 20 locations, but should be much higher and I would not pursue the project if lower.
