Make a student hostel website

you need to build a website for a hostel where you have to work on a particular module i.e student module. in which one can log in using the username and password given after signing up in the signup form. the student after login should assign a room number based on 1)random room allotment 2) by priority 3)special needs.
inside the module, the student can upload different fees, details, complain etc.
