Make Basic Changes Tasks in JSP Website

1.) Refer functionality is already there when inputting refer code on signup form but refer link is not working.
2.) We need to change the Earning level value for example - 2% to 5%, 7%to10% and 15%to20% their value is static so the admin can’t change.
3.) Add autoload popup modal on user panel for latest announcement and admin can change it.
