Looking for a front-end developer (HTML+SCSS+Javascript)

Hi,
We are changing the front end design of our website. So, we are looking for an expert front-end developer. It will be a very long term project, as we have around 100-150 pages to be designed. (may increase)
We don't want to use Bootstrap, Jquery or any other third party libraries, as these files increase the load. So, the developer should have to work in:
1) HTML5
2) SCSS
3) Javascript
