Interactive Infographic Development

Looking for web developer to enhance an interactive infographic. The infographic features 13 terms and requires the implementation of click functionality and engagement links.
Needs to be optimized for both desktop and mobile devices. All content, including definitions and CTAs, is prepared and ready for implementation. The design is also complete, so you will not need to create any design elements other than the enhancements.
Key Requirements:
- Implement a hover effect with tooltip (or similar) for each term;
- Add pop-up definitions for each term;
- Incorporate CTAs for 4 of the terms that will then navigate to a new page.
Ideal Skills:
