Industrial Robot control over Lan over webapp -- 2

I am looking for a freelancer to develop a system to control an industrial robot. The robot in question is a Mobile Robot Platform, which will be instructed to follow certain behaviors based on sensor feedback. The system needs to be able to control the robot through both local area network and web, as it has several locations throughout the world. Hence, the development of the system needs to take into consideration the fact that the robot could potentially be in a different country, being controlled over the web. The successful freelancer must have a strong understanding of robotics design and control, and have relevant experience in developing systems for industrial robots. The expected deliverables for this project include a detailed description of the system, Source code and executable version of the system, and detailed manual for usage and maintenance.
