Improve an Existing Video to Create a GIF or Webm for Website Header

Project Title: Improve an Existing GIF for a Website Header - budget is 30 dollars to be completed in 24 hours
I prefer a GIF over a video for the header because the GIF is lighter and wont slow down the website

The slogan is above the womans head in the GIF . The slogan is centered on two lines 24 pt-36 fonts
