# Home CareSoftware Developer Needed — MUST Have Prior Home Care / Home Health Experience

Job ID: 40465462

Budget: $1,500 – $3,000 USD

## ⚠️ Read This First

**Do not apply if you have not previously built an app for the home care, home health, or non-medical in-home senior care industry.** This is non-negotiable. We have learned the hard way that this domain is full of nuance that generalist developers — no matter how skilled — cannot reverse-engineer from a spec. We are not looking to educate someone on the industry. We are looking for someone who already knows it. The interview process WILL involve a live video interview to discuss your knowledge in the home care field.

If you have built or worked on apps in this space, we want to hear from you. If you haven't, please skip this listing — we will not respond to proposals that do not demonstrate direct home care experience.

## Why Domain Experience Matters Here

Home care is not telehealth. It is not a staffing app. It is not generic scheduling software. A developer without prior experience in this space will not understand:

- **Electronic Visit Verification (EVV)** requirements under the 21st Century Cures Act and how GPS/telephony/biometric verification actually has to work
- The difference between **companion care, personal care, skilled nursing, and hospice** workflows
- How a **Plan of Care** differs from a service plan or shift schedule, and how tasks roll up to billable units
- **Caregiver retention dynamics** — why an app that adds friction to a caregiver's day will get abandoned within a week
- **Family-as-stakeholder** dynamics — the client is the patient, but the decision-maker and payer are often adult children
- **Point of Care (POC) documentation** workflows and what auditors actually look for
- Designing for **caregivers with limited tech literacy** and **elderly clients with vision and dexterity limitations**
- How **state-by-state regulatory variation** (Medicaid waivers, training hours, supervision requirements) affects feature design
- Integrations and parallels with existing platforms: **HHAeXchange, AlayaCare, ClearCare/WellSky, AxisCare, Smartcare**

If those terms aren't familiar, respectfully this isn't the right project for you. - Sorry

## Project Overview

We are building a home care application to support our agency's caregivers, clients, families, and administrators. The build will use a modern AI-assisted "vibe coding" platform — **Emergent, Lovable, Bolt.new, v0, Replit Agent, or similar**. You will choose the platform based on what best fits the requirements; we are open as long as you have shipped real production work on it.

The MVP must be polished enough to onboard real caregivers and demo to referral partners.

## Core Features

**Caregivers**
- Profile with certifications, training hours, skills, availability, photo, languages spoken
- EVV-compliant clock-in/clock-out (GPS + manual override with reason)
- Visit tasks tied to the client's Plan of Care
- Quick visit notes (voice-to-text preferred)
- Shift offers / open shift claiming
- Pay stub / hours visibility

**Clients**
- Demographics, diagnoses, allergies, medications, DNR status, emergency contacts
- Plan of Care with ADL/IADL tasks
- Authorized hours tracking (especially for Medicaid/LTC insurance cases)
- Document storage (assessments, physician orders, consents)

**Scheduling**
- Caregiver-to-client matching based on skills, location, language, continuity
- Recurring shifts, one-off shifts, on-call coverage
- Missed visit / late visit alerts
- Open shift broadcast to qualified caregivers

**Family Portal**
- Visit confirmations and caregiver notes
- Care updates and photo sharing (with consent)
- Secure messaging with the agency
- Optional billing visibility

**Admin / Agency**
- Live dashboard of who's on shift, who's late, who missed clock-in
- Caregiver compliance tracking (expired credentials, missing TB tests, etc.)
- Billing module — at minimum, exportable visit data formatted for clearinghouses or payroll systems
- Reporting for state audits and referral partners

**Compliance**
- HIPAA-aware architecture: encryption at rest and in transit, access logs, audit trail, role-based access
- EVV data captured and exportable in formats compatible with state aggregators where applicable
- (Note: full HIPAA certification is not required for MVP, but the build must follow privacy and security best practices and be ready for a compliance review later.)

## Technical Requirements

- Built on Emergent, Lovable, or a comparable AI-assisted platform
- Responsive web app, mobile-optimized (caregivers will primarily use phones)
- Backend: Supabase, Firebase, or platform-native database
- SMS / email via Twilio, Resend, or similar
- Full codebase ownership transferred to us (GitHub repo + credentials)
- Clean, accessible UI — high contrast, large tap targets, minimal jargon

---

## Deliverables

1. Working MVP with all features above
2. Seeded demo data and test accounts for all roles
3. Documentation: setup, environment, deployment, admin handbook
4. Full code and credential handover
5. Two rounds of revisions post-delivery
6. 30 days of post-launch bug-fix support

---

## How to Apply

Your proposal **must** include all of the following, in this order. Proposals missing any of these will be rejected:

1. **Specific home care / home health apps you have built or worked on.** Names, links, your role, and what you built. If under NDA, describe the scope and features without naming the client.
2. **Which platform you would use** (Emergent, Lovable, etc.) and why it fits this build specifically.
3. **One paragraph on how you would approach EVV** in this app — what compliance considerations would shape your design.
4. **One thing you would push back on in the feature list above** based on your experience — what doesn't work, what's missing, what we're underestimating.
5. **Timeline and fixed-price proposal**, with optional Phase 2 features called out separately.
6. **Portfolio links** (live URLs preferred).

Start your proposal with the phrase **"I have built home care apps before"** so we know you read this brief end to end. Proposals without this phrase will be auto-rejected.

## What We're Not Looking For

- Generalist developers hoping to learn the domain on our budget
- Agencies that will subcontract to someone without home care experience
- Anyone whose portfolio is mostly e-commerce, SaaS dashboards, or consumer apps with no healthcare or in-home care examples
- Proposals that don't engage with the EVV / Plan of Care / caregiver workflow specifics

We respect your time — please respect ours. If this isn't your wheelhouse, there will be plenty of other projects on Freelancer that are.

Thanks, and looking forward to connecting with someone who's already walked this road.
