HTML task

I am looking for a web designer who can create an HTML task for me. The purpose of the task is to design a website. I have a specific design concept or theme in mind, and I have a reference that I would like the designer to follow. I am not sure if I need the HTML to be responsive for mobile devices, so I am open to recommendations.
