HTML Developer for Photo Editing Website

I'm currently looking for an HTML developer who has experience in photo editing and website design. I'm a student and I've been doing my own photo and video editing, but I now need a professional touch to create a website meant for selling products/services.
Tasks would include, but not limited to:
* Photo editing
* Web designing
* Integrating these elements in a functional website
REQUIRED SKILLS:
* Excellent HTML knowledge
* Advanced Photo editing expertise
* Strong understanding of web design principles
APPLICATION REQUIREMENTS:
* Portfolio of past work
* Detailed project proposal
