Google Extension for Live TV Translation

I'm looking for a talented developer who can create a Google Chrome Extension to translate live TV streams into Spanish. The extension should have the following features:
- Real-time subtitle generation for the translated English to Spanish text.
- A language selection menu that allows users to choose the language they want the TV stream to be translated into.
The extension should be compatible with stream.directv.com, which is the primary streaming service that I use for live TV.
