Front/back-end development

We are a start-up company based in Oahu, Hawaii. I'm managing the web launching project. We help tour company sell their service. We are in process of hiring designer. And currently looking for someone to take the design and build the rest. That's the idea. I'm attaching list of components for the project. It is not perfect or created by the professional developer. We just listed what we think it'd be necessary. We assess there are about 250 tour providers and 1500 options of tour activities. Our main target audience is US mainland and Japan.
Based on existing UI/UX/Responsive design, develop front-end and back-end. Design basic features like onboard, profile, dashboard, posting, database, booking, ranking, searching, review, payment gateway...etc.

What we expect from you:
1) Understand our business nature and assess what features/functions we'd need on web/app
2) A list of main components of web/app development
3) Propose ideal development platform(apps, programs, languages..) for the business nature
4) Estimation of time and budget
