Form to PDF Website

I need to sell the certificate in PDF format, the customer will be entering their details, and the form will be validating the details and ask for the user to pay the amount on Paypal. once payment is complete, it will issue a download link for the file and ask users to create an account if they want to access that file in further.

The created PDF file should be none editable and password protected when the user wants to edit it.
