Facebook/instagram/LinkedIn marketing, add campaigns manager

I need someone who is a Facebook PRO. I need ads built videos edited for ads that will stand out. you must know how to set up the campaign so it will spend my budget wisely. I will need reports on what's working well and what's not. Facebook pixel and retargeting is a must. Must be able to do the same with Instagram and google plus adds. I want my ads to (retarget)follow customers across these platforms GOOGLE, YAHOO EMAIL, GMAIL EMAIL, FACEBOOK, INSTAGRAM, THE GOOGLE DISPLAY NRTWORK AND LINKEDIN. I am experienced with google adwords but I lack skills in social media advertising. You must be experienced and very knowledgeable on how this works because I am not a beginner.
