Equipment Monitoring Windows App

I need a user-friendly Windows app designed with a graphical user interface (GUI) that displays parts of specific equipment.

The equipment parts to be displayed include:
- Motor
- Gearbox
-straigtener unit
-shearing unit
-inspection table
- Encoders
- Recoiler Mandrel
- Input Material List
- Output Material List

The GUI will interface with two encoders via serial. It should visually represent real-time data on the working speed of the equipment, production trends, and downtime trends, complete with reasons behind each downtime incident.

Additionally, a web-based counterpart should mirror these visualizations, showing the same data online on our web hosting platform.

The freelancer should ideally have:
- Proven experience in Windows app and GUI development
- Knowledge of real-time data representation
- Understanding of serial communication with encoders
- Experience with web development for data display.
