Enhanced Sanction Website Redesign

I need someone with UX and Application UI experience. I want to give you a lot of freedom to explore and make something good, I don't want to have to hold your hand every step of the way. If I knew exactly what I wanted, I wouldn't be looking for a designer.

This website to be redesigned: https://bans.siriusmc.net
I'm not a fan of what is there at the moment and I'd like to see the whole site reimagined.

At the moment the website is split into bans/kicks/mutes/warnings I want to unify all of these into 1 primary home page.

Sanctions list (Home page). A list of sanctions and useful information at glance. Featuring 4 filters:
- Sanction Type filter (Ban, Kick, Mute, Warning)
- Server filter (Tekkit 2, ATM 9, RLCraft, The 1.12.2 Pack)
- Staff filter can be up to 15 people, so maybe some sort of searchable dropdown?
- Player filter could be 100+ items, so some sort of searchable filter again.

A sanction details page with new features:
- Sanction details are now secondary information.
- I want this place to contain a new section for staff to upload evidence / leave comments / justifications for the sanction. I imagine a comment section being the primary UI, and a media gallery which contains photos/videos uploaded by staff. Also will need the ability to modify a sanction, update the sanction length (7 days, 30 days, permanent), delete a sanction, revoke a sanction (happens through a ban appeal).

Some other ideas I've had:
I want to implement some sort of infinite scroll for the sanctions list, I quite like how Flaurum does it https://discuss.flarum.org/d/32901-staff-diary-v20-cycle/13
I kinda like how the filters work on Airbnb

I'm a Senior Fullstack Engineer and I'll be building this site my self. So it would be great if you can stick to
- Tailwindcss styles, shadows and colours
- A google font, Poppins is nice (feel free to pick another)
- Tabler icons, unless you recommend something better?
- Undraw.co I am using on another project for empty states, unless you recommend something better?

I don't want to influence you, but I've attached a screenshot of another project I'm working on for this community
