Dynamic Website required with CMS for Blogs and other utilities.

I'm looking for a highly-skilled freelancer to help me develop a dynamic website with a CMS for blogging and other utilities. The main purpose of the website would be blogging, and therefore I need the website to have a blogging function. Additionally, I need the website to be able to manage other types of content and utilities, so a robust CMS system is necessary.
I would prefer the CMS to be based on the Strapi/Solidity platform, however, I also would be open to explore other CMS techniques or frameworks that are compatible with Next.JS, such as Gatsby, Metalsmith, Respoke, and other options, in order to see which is the best fit for my website.
I have a general style in mind for the website, but am open to suggestions. The freelancer will be responsible for taking all the elements I desire and creating a website that is appealing to the user, and easy to use. Additionally, the freelancer should finish the project on time and within the negotiated budget.
