Dynamic Web Portal Redesign and Development

Planning Insights intends to improve its current website (www. planninginsights.co.in) to have only one comprehensive Web Portal. Planning Insights therefore wants to Design & Develop the new dynamic Web Portal using latest Web technologies that shall address all the needs of the prospective users and act as a one stop solution for all their needs.

Planning Insights is a dedicated web portal designed to empower professionals and students within the built environment sector. Our platform aims to enhance user experience by providing streamlined access to services such as networking, educational resources, and knowledge sharing.

The objective is to design and develop the Web Portal Compliant with the latest security and self-learning features as to ensure that the Web Portal is user-friendly, fast, & seamlessly accessible across all phases. The primary goals include:
• User Engagement: Create an interactive platform that fosters collaboration among users.
• Scalability: Develop a robust system capable of handling diverse functionalities and a wide range of user interactions.
• Maintenance and Training: Ensure ongoing support and training for our internal team for effective management of the web portal.

Planning Insights wants to carry out all the necessary activities to achieve the following objectives:
i) Design/develop the Web Portal using modern Web technologies following the agile methodology and phase wise roll-out.
ii) Develop the Web Portal in two sections viz: the User Section (that shall be visible to general public with/without any need of authentication) and Admin Section (Content Management System (CMS), that shall be accessible to authorized users only who shall be responsible for management of data on the web portal besides monitoring the traffic on the Web Portal).
iii) Design/develop the Web Portal for all devices (responsive layout) with high performance front- end technologies.
iv) Develop a role-based authorization and access management system to ensure secured and restricted access across the CMS.
v) Ensure the Web Portal is accessible to all types of users (including people with disability), on all types of devices.
vi) Prescribed minimum content and functionality as stipulated by GIGW is present on the website e.g., Feedback, Help, Search, Sitemap etc.
vii) The site shall be compatible with all major device platforms like internet explorer, Mozilla Firefox, Google chrome, safari, opera, etc.) and physically disabled specific devices.
viii) Maintenance of the Web Portal for the period of one year
ix) Identity and address all the legal aspects viz: copyright policy, hyperlink policy, terms and Conditions and privacy policies must be ensured as prescribed in GIGW.
x) Identify all the Quality related parameters viz: content contribution, moderation and approval policy, content Review and archival policy must be ensured by developing the specific functionalities for achieving the same.
xi) Identify the activities for achieving and implementing the important processes like:
• Security policy.
• Validation & Testing Processes
• Contingency Management plan and Disaster Recovery Processes
• Performance Monitoring and Evaluation processes etc.

xii) Planning and executing all the Processes involved in Software Engineering Viz:
• Requirement Gathering
• Research
• User Flows
• Information Architecture / Sitemap
• Project Planning and Scheduling
• All the Software Design related activities

xiii) Develop the Web Portal with at least the given set of functionalities as indicated below.

• Integration of third-party services for enhanced functionality, including social media APIs, payment gateways, and authentication providers.
• Implementation of a cloud infrastructure to ensure scalability and fast content delivery.

Important Note:
Any Number of modules can be added/removed during the actual requirement analysis for the website and the proposal from any firm for anything attractive and innovative can be also taken into consideration for development.

Technical Specifications:
The development should adhere to the following technical specifications:
• Architecture: Utilize a microservices architecture with an API Gateway for seamless communication between modules.
- Users interact with the application through the Client Application and Partner Institute Website, which connect to the API Gateway.
- Microservices handle specific functionalities, interacting with Databases and Third-party Services as needed.
- Third-party Services include social media integrations, payment gateways, and authentication providers.
- Admin Panel provides centralized control and monitoring of the entire system.

• Database Infrastructure: Implement SQL for structured data management and NoSQL for unstructured data storage.
• Cloud Infrastructure: Leverage cloud services to ensure scalability and fast content delivery.

The above modules are just an idea around which the web-portal needs to be developed and is not the final list, these modules should form the basis for achieving the following functionalities in general:
- Full Dynamic Web Portal which should have a highly attractive Web Design with responsive Feature (i.e. The Website Should Automatically Adjust to Screen Resolution of Different Devices Automatically).
- CMS (Content Management System) Based Web Pages which can be easily updated from Admin Interface.
- Ability to add new Content and Docs to Website as and when Required using Admin Panel.
- The Web Portal must provide hyperlinks to other related websites.
- The Web Portal should have links to Facebook page, Twitter account etc. of Planning Insights
- Any other feature as mutually agreed by the department and Agency.

Note: Access to the document will be shared to those who qualify the eligibility criteria. Companies need to email the below mentioned items to before 20th November 2024. Eligible companies / individuals will be reviewed on a rolling basis and qualifying companies / individuals will be given access accordingly. The submission of Expression of Interest as given in this document in the subsequent sections remains the same.
