Development a website using MS .NET and MS SQL Server.

I have a project with Majid Society for Community Development, which is a complete re-design and programming of website www.majidsociety.org.
The current website was made on WIX and it contains a lot of images and does not fully serve the business, especially in the way it was used here.
Scope of Work:
1- The website should be developed by using MS .NET and SQL Server, not php and mysql. a team can be an analyst, designer and developer if we need to.
2- The website contains links with Google Forms and of course they will be included in the website's database, please check out the site and give your opinion.
3- The new design should be professional, and displays the pictures and the information in better way, so the new design should be professional and responsive with all platforms and website should be tested on several browsers and compatible with them in the same way on different devices with different screen dimensions such as mobiles, tablets, laptops, and others.
4- The website dynamic and managing via CMS, meaning that the information is easily updated continuously.
5- Accordingly: I request to build a website from scratch that contains the following features:
a. Control panel that allows you to modify the content whenever you wish.
b. Professional and beautiful design, suitable for the business.
c. Website compatible with browsers and with different screen dimensions, so it can be opened on laptops and mobile devices appropriately.
d. Design and scripts should allow the possibility of uploading the website on the available windows hosting server.
e. In addition, errors do not appear while opening the site on users' devices, as those scripts should be smooth, fast, and are compatible with different browsers.
f. In general, I need a professional, fast, error-free and easy to deal with, whether as a site manager or as a site user.

1- website language is Arabic as default, but please include the cost with English language too as option.
2- Data entry to be add as option too.
