Project Overview
The Cyprus Organization for Solidarity, Security & Anti-Corruption (KOAAD) is seeking an experienced developer or team to design, develop, and deliver a secure, scalable, and user-friendly digital platform. This platform must fully support the NGO’s operational needs, from membership and donation management to community engagement, transparency, and multi-channel communication.
Technical Evaluation Criteria
Submissions will be assessed based on:
Solution Architecture: Evaluation of the proposed technical infrastructure, scalability, modularity, and security measures.
Technology Stack: Appropriateness and modernity of chosen frontend/backend frameworks, databases, and APIs.
UX/UI Implementation: Usability, accessibility, responsive design, and overall user experience.
Data Security: Measures for personal data protection and GDPR compliance.
Interoperability: Ability to integrate external APIs, social media platforms, and payment gateways seamlessly.
Documentation: Quality and completeness of technical documentation and deliverables.
Each proposal must include a detailed technical plan covering:
System architecture diagrams
Selected technologies and tools
Security and backup strategy
Development timeline with milestones
Testing and quality assurance strategy
Evaluation Committee
An expert committee with backgrounds in:
Software development and IT systems
NGO project management and social initiatives
Legal compliance and data protection (GDPR)
Cybersecurity and network infrastructure
will score proposals based on:
Technical proposal quality (40%)
Previous experience and portfolio (30%)
Financial offer and maintenance costs (20%)
Ability to deliver within the proposed timeline (10%)
