Developer needed to build cloud-based web portal

Developer needed to build cloud-based web portal for 3rd parties to input data. The output should be a .csv file we can download. The portal should have users, logins, and passwords for each individual to protect data privacy. The cloud platform should be able to send customized emails to each 3rd party entity.
