Develop a website similar to choosechicago.com

Would like to have a website developed similar to choosechicago.com
The website is about things going on and things to do in a city. events, concerts, festivals etc.
I like the look and feel of it and how is user friendly, mobile friendly and elegant and resourceful.
In addition to that look and feel, I would like the website to have a tab where people can post their events. These will be paid posts. For example, if a restaurant needs to post an event they can go to *websitename* and follow directions to post. Fill information of the event and pay. (creating an account for them on the site) The post needs to have the option to be approved or not approved in order to get charged. It should have different parameters to be changed wether if the post can be for certain period of time, and expiration.
I do not have the whole idea set, but I would like to know someone that is able to do this and guide me with ideas as well.
I have tried wordpress themes, but they are very slow.
