Develop website and app of LMS Moodle

I am looking to develop a website and a mobile application of an existing Learning Management System (LMS) on Moodle. The website and mobile app is required to be user-friendly and easy-to-use. In order to make the application useful and reliable, the following features are needed: user authentication, course management and payment integration.
I have some design ideas in mind for the website and app, however I am open to suggestions. I would like the app to be compatible with iOS platforms. The developer should also have experience in building and managing user-friendly LMS applications.
