Develop software to trawl the web, build a database using AI/ML and build a webpage frontend -- 2

I wish to build a webpage which brings together details of public tenders from across the internet. The first stage is for the software to source the tender details from across the internet and from specific public websites. From this information, various data is to be extracted regarding the type of tender using some form of Artificial Intelligence. Then there would be a match facility which would identify which tenders are of interest to different companies.

I´m looking to find someone with experience developing similar software and will share further details with those interested and showing the right experience before looking for a quote.
