Debt Collection/Credit Score System

I need a system to capture and stored different companies debts owed by individuals all over the country (multi-tenant), process interest on the loan, manage repayment process, produce invoices, send monthly email statements to individuals who owe the different companies and the individuals, blacklist individuals whose debts are not paid in 3 months, offer debt management and credit repair, individuals can login either with ID and authenticate with email or password to view their profile, contact the company they owe or request to be unlisted on the blacklist. Companies to use this service must pay for the service monthly plan, 6 months plan or annual plan. Individuals will use for free to view. There must be an a monthly invoice or 6 months invoice or annual invoice to be sent to the company for the services. The system must have a front side with Index page, about us, services and contact us. On the header of the front side must be login, register for companies. For individuals, they can enter ID and password to view profile. This system and website must be planned together with the engineer and owner so that information is ready before starting the job.
