Create a video sharing site

NOTE: This site will host pornography. If this isn't legal in your location or you aren't comfortable with that, this project isn't for you.

I want a slick modern video sharing website.
It should have video uploads, a comment system, a video rating system,
related video display, categories, tags, search with sorting by views, upload date, length, etc
I want a customized user registration process.

Uploaded videos should be customizable by the user or admin including the title, description and tags.
When videos are shown in search results or the "related videos" section, mousing/hovering over the preview pic should show a slideshow or preview of the video.

If this can be done with WordPress that would be a plus.
Experience building streaming video sites / optimizing content distribution would be a huge plus.
SEO experience a plus.
Strong English communication skills are required.
I can provide a couple sample websites on request which I would like to base the style and features on.

I would like to hire one or more freelancers. There will be ongoing work on this and related projects.
