Re-Create Website with same functionalities as https://www.nub.lol/

I would like to re-create a website similar to https://www.nub.lol/

The website should have the following abilities and anything further that we discuss:

- Functional, responsive and not lagging
- Ability for admins to upload images in somewhat easy manner
- Ability for user to download image + copy to clipboard
- Ability to add filter tags to images
- Easy search bar for image by filter keyword/tag
- Slider to change display size of images
- Constant and consistent size and format of the images
