Create MFR website and web-basedapp

Looking for a web designer who is willing to work closely with a developer to build a company website from the ground up. Need website to be mobile so as not to have to keep up with both an app AND website. Prefer not to use WYSIWYG. Must be good at project management. We have user requirements laid out with priorities established. Expected to be a multi-phase build.
