Court order generation program + website

A one-lawyer law firm is looking to develop software to automate generation of court orders. I have no technical expertise. I would like to have an estimate on the cost of development of a cloud-based program.
The problem this software is attempting to solve is that court orders are largely filled with repetitive clauses with minor variations: parties’ names, addresses, children’s names, annual salaries etc.
