Comprehensive Dual-Platform Web App Mockup

I'm seeking a talented designer to build a mockup for a dual-platform (desktop and mobile) web application. The mockup should implement high quality designs for a mobile-first single page application progressive web app (SPPWA) and a HTML site plugin along with an admin panel using Figma or an equivalent to gamify surveying using targeted polls. The user will be able to see a poll on the homepage based on their demographic (age, gender, education, income, social status, family situation, ethnicity, etc.) and geographic (zip code, city, country, climate, urban or rural areas, etc.) information and is encouraged to interact and return to the page using virtual incentives. The plugin helps to generate traffic from other sites by only displaying a poll while the SPPWA incentivizes each interaction.
