Complex website in Ukrainian

I am looking for a skilled developer to create a complex informational website in Ukrainian. The website will require special features to enhance its functionality and user experience.
Key requirements for this project include:
- Proficiency in Ukrainian language.
- Experience in developing informational websites with a focus on user-friendly design and navigation.
- Strong knowledge of HTML, MS SQL Server, Oracle, or any other similar DBMS
- Understanding of search engine optimization (SEO) best practices to ensure the website is easily discoverable by search engines.
- Ability to implement special features such as contact forms, user registration, and interactive elements.
This needs to allow for high volumes of traffic - please see attached specification.
- Attention to detail and ability to meet project deadlines. A rented server needs to be provided for 2 years.
