Build a wireframe/ prototype for a web portal

We would like to build both web and mobile versions of the wireframe or prototype a for postal services and payments app. This would be for our stakeholders to have a feel of how the final product and app would be like. Looking for passionate UI/UX designers as well as programmers to work with. Budget set out below is for wireframe we can discuss further on the budget.
