Build website with features like makepassportphoto

Hi,

I am looking for someone who can build website with features as https://makepassportphoto.com.
To start with just need feature of "Do it yourself" and later can add other features.
Along with existing feature in this want to add feature to Remove background and add background color(attached image).
Website to be in asp.net or reactjs. I already have a template that can be used if required.
