Build me a website and run google advertisements

My father is looking to expand his business. He is looking for someone to build him a website that will promote and grow his business. He is a mobile mechanics for 18-wheeler semi trucks and has a tow that he would like to rent out. We are looking for something similar to auto rental companies, where you rent the equipment from one location, use it for several days, and return it after use. We need assistance with someone who can build the website, create a logo, do some small advertising (email bots and affiliate marketing) and have this listed at the top of Google searches.
